Law Ministry to issue notification shortly

JAMMU, May 31: Union Ministry of Law and Justice is likely to issue notification shortly for the appointment of Senior Advocate Wasim Sadiq Nargal as Judge of the Common High Court of Jammu and Kashmir and Ladakh.
Reliable sources told EXCELSIOR that Prime Minister’s Office (PMO) has already approved the name of Wasim Sadiq Nargal for appointment as Judge of the High Court and the formal notification will be issued by the Union Law Ministry following the approval of the President of India, which is expected within next few days.
The name of former Senior Advocate General, Wasim Nargal was recommended by the J&K High Court Collegium in the month of August 2017 and the same was approved by the Supreme Court Collegium in April 2018.
But his case was sent back by the Union Law Ministry to the Apex Court Collegium for reconsideration. However, the Collegium reiterated its decision of April 2018. Finally, the name of Wasim Sadiq Nargal has been cleared by the PMO as well as Law Ministry and the President of India will shortly appoint Nargal as Judge of the J&K and Ladakh High Court while exercising the powers conferred by Clause (1) of Article 224 of the Constitution of India.
Meanwhile, file of senior most Judicial Officer Rajesh Sekhri, whose name was recommended for elevation by the J&K High Court Collegium in the month of July last year, is lying with Union Law Ministry for final decision. Presently, Sekhri is Member J&K Special Tribunal Jammu.
Wasim Sadiq Nargal is a designated Senior Advocate, who has formally served as Senior Additional Advocate General of J&K Home Department. He hails from Katra and did his initial schooling from Dewan Badri Nath Vidya Mandir, Jammu.
After doing graduation from Science College, Jammu and Law Degree from Jammu University, he started his active practice in March 1991. He has distinction of serving as Standing Counsel for various departments of Government of India and J&K Govt, Public Sector Undertakings, Banks and Universities in addition to his own private practice in an illustrious career of 31 years of law practice.
He has served as Standing Counsel for University of Jammu, SKUAST-J, Baba Ghulam Shah Badshah University Rajouri and Cluster University Jammu. Besides that, he has also remained Senior Counsel for Union Public Service Commission, Ministry of Home Affairs, Govt of India, Food Corporation of India, J&K Public Service Commission, Service Selection Board, Sales Tax and Excise Department, JKIMPA, General Administration Department and State Pollution Control Board.
Nargal has also served as Central Government Counsel, Counsel for J&K Education Department on the terms and conditions as Additional Advocate General.
It is pertinent to mention here that sanctioned strength of J&K High Court is 17 of which 13 are Permanent Judges and 4 are Additional Judges. At present, there are 14 Judges including Chief Justice Pankaj Mithal as recently Justice Dhiraj Singh Thakur was shifted to Bombay High Court.
The other Judges are Justice Ali Mohammad Magrey, Justice Tashi Rabstan, Justice Sanjeev Kumar Shukla, Justice Sindhu Sharma, Justice Rajnesh Oswal, Justice Vinod Chatterji Koul, Justice Sanjay Dhar, Justice Puneet Gupta, Justice Javed Iqbal Wani, Justice Mohan Lal, Justice Mohd Akram Chowdhary, Justice Rahul Bharti and Justice Moksha Khajuria Kazmi.
With the appointment of Wasim Sadiq Nargal, the strength of Judges in Common High Court of Jammu and Kashmir and Ladakh will increase to 15.
