PSA imperative as normal law insufficient to stop Renzu: DM

SRINAGAR, Oct 10: Srinagar Corporator Aqib Renzu, who was booked under Public Safety Act (PSA) last week was allegedly involved in anti-national activities and has been a staunch stone pelter. The District Magistrate Srinagar in his order said that as normal law was insufficient to stop his illegal activities, the PSA against him was imperative.
According to the police dossier, Renzu was deeply influenced by radical ideology from a young age. It says that he came in contact with disgruntled residents of his area who encouraged him to indulge in illegal or anti-social activities that pose a direct threat to public order.
“He got motivated and engaged in unlawful or antisocial actions. In a short period of time, he gained confidence and quickly rose to the status of a well-known nuisance, troublemaker, vagabond, chronic street fighter, or miscreant,” says the dossier.
The police dossier says that Renzu frequently came to the adverse notice of the police for his involvement in illegal, anti-national and anti-social activities aimed at disturbing the public tranquillity and peace in the area.
It further stated that Renzu didn’t mend his ways and was found continuously involved in a series of heinous criminal cases (7 FIRs) in different Police Stations of Srinagar.
Despite being “troublemaker, nuisance element, wanderer, chronic street fighter, miscreant, and staunch stone pelter”, he managed to get bail in the criminal cases and resumed his actions that posed threat to public order.
While passing the detention order of Renzu under the PSA, the District Magistrate Srinagar stated: “Whereas, case FIR No. 145/2023 u/s 354, 354-A 354-D IPC of P/S RM Bagh has been registered against you for the offence of sexual harassment outraging the modesty of the complainant victim girl, misuse of your power and position for sexual favours. However, you have been bailed out from the instant case, there are credible inputs received from reliable sources that if you will get liberty to roam freely at this stage, you will again indulge in anti-national /anti-social activities which are bearing direct threat to public order as your unruly behaviour and conduct have remained incorrigible”.
“…if you move freely at this crucial time, you will resume past practice to engage in illegal activities, anti-national/anti-social activities, as well as incite local youth towards such activities which you have done, as has been reliably learned from technical inputs that you will contemplate activities detrimental to maintaining public order of UT of J&K and you will start to engage in activities prejudicial to public order. You are a master of exploring opportunities so as to create chaos and resentment against Administration and Police,” read the DM order.
The DM order further read: “…your activities are highly prejudicial to the maintenance of public order, peace and tranquillity and there is every apprehension that if you are allowed to remain at large and are not dealt with strictly for your illegal activities at this delicate moment, you may use this delicate moment as an opportunity to disrupt peace and public order within the Kashmir valley particularly in district Srinagar by way of your illegal activities, which are a serious threat to public order.”
Justifying booking of Renzu under the PSA, the DM in his order stated”…your activities are having a direct threat to the maintenance of public order in the society and your activities as enumerated above are found to be a root cause of other social evils and anti-national activities, like street fight outraging modesty of women and stone pelting. You have been found to be an elusive anti-social and anti-national element against whom substantial laws have been invoked, but the same have not been proved to be a check upon his activities”.
“In order to stop you from indulging in above activities, your detention under the provisions of J&K Public Safety Act, at this stage has become imperative as the normal law has not been found sufficient to stop you from indulging in above activities,” read the order.
