Stagnation mars functioning of F&ES as employees await promotions since 1998

Srinagar, Aug 3: Believe it or not, the majority of the employees of the Fire and Emergency Services (F&ES) Department are awaiting promotion for the last more than 20 years while the promotion list of the employees who appeared in the recently held examination also has not been issued.
The insiders, who are in the know-how of the matters within the department, told Excelsior that the employees recruited after 1998 continue to wait for their promotion while the last DPC has been held nearly three years ago causing stagnation within the department.
Due to the indifference of the higher-ups within the department, those who are less experienced remain stuck in one place where there is a need for those who are amply experienced. At the same time, those who are experienced are stuck in places where they are not needed.
“At the headquarters, less experienced people have to remain stationed and those who are experienced and have not seen any growth in terms of promotion remain stuck at one place, which not only affects the functioning of the department but also takes a mental toll on the employees,” the insiders said, adding same is the situation everywhere.
As per details, most of the employees recruited after 1998 are awaiting promotions and as per figures, the department recruited men in the years 1998, 2009, and 2020. While the 1998 batch has witnessed something in the name of promotions, the 2009 batch, despite the passage of more than 12 years, has not been promoted yet.
What is more ironic here is that the employees who are serving the department for the last more than 20 years have got nothing in the name of promotion as most of them remain stagnant in one place, affecting their career as well as the effective functioning of the department.
On the contrary, as per the rules and regulations, the department is bound to make promotions after every three years while it is also supposed to convene DPCs twice a year, but what remains the state of affairs in the F&ES Department is the total opposite.
The insiders told Excelsior that several employees have completed the necessary training and have even appeared in the exam recently held in January, but the final list, which would ensure their promotion, is nowhere to be seen.
Meanwhile, a day before his transfer, Director General, Fire & Emergency Services, J&K, Dr. B. Srinivas told Excelsior that the process of promotions will be started next week and the matter will be sorted. “We are on it; there were some court cases, but now, those have been settled and the process is going to begin soon,” he said.
