JAMMU, June 18: The Jammu unit of All India Confederation of SC/ST/OBC Organizations today demanded stoppage of mentioning castes of officials in Government orders and demanded stringent action against those responsible for perpetuating the ignominious caste system in official communications.
Addressing a press conference here today, RK Kalsota, State president, Confederation of SC/ST/OBC Organizations, said that day in and out caste is being quoted in routine orders which is unnecessary and invites caste based humiliation for them in offices and society as a whole. He further said that mentioning of caste against the names of officials appears to be a retrograde step.
Kalsotra said no adequate representation is provided to the reserved category officers in significant field postings but on the contrary, caste tag is being pasted unnecessarily upon the employees belonging to these persons in matter of transfers/postings. Orders are intentionally being issued by the various departments, so that persons belonging to reserved categories are demoralized and are introduced at the new place of posting by their caste.
“One such example is where the Rural Development Department vide order No 178-RD & PR of 2019 dated 30-05-2019 has transferred officers by conveying the caste/category of employees belonging to reserved categories. Next, under the “Back to village” programme GAD has also, vide order No 682-GAD of 2019 dated 14.06.2019 issued an order by describing castes of officers, so that these officers are introduced in Panchayat by their caste.
Stating that a memorandum in this connection has been submitted by the Confederation to Governor, Kalsotra said Governor has been approached as a last ray of hope but in case no action was taken at his end, then the Confederation will adopt the strategy of ‘Educate, Organize, Agitate’ to raise a mass movement among the general public for rectification of the wrong steps being taken by the Government.
