RAJOURI, Sept 29: Claim-ing that grass root level institutions of democracy in the country received boost under BJP’s tenure in Central Government, Member Legislative Council (MLC), Advocate Vibodh Gupta today termed decision of Government to strengthen Panchayats and Urban Local Bodies (ULBS) as landmark decision and said such steps will transform ground institutions into powerful units of development in country.
Legislator was addressing a meeting in Tandwal locality of Rajouri town which was held as a part of campaign in favour of BJP candidate, Yogesh Sharma. In his address during the meeting, MLC Vibodh Gupta said that Government of India’s decision to empower Panchayats and ten time increase its financial powers is historical and resounding.
He highlighted various steps taken by Central Government to strengthen Panchayats in J&K and said, “decision to transfer 29 subjects to Panchayats in J&K which were earlier transferred to Panchayat across nation under 73rd amendment is praiseworthy”. Gupta also hailed the decision of transferring the control of PHCs, Primary Schools and Anganwari centres to Panchayats as another vital decision to give Panchayats new life. He also spoke on the decisions made by GoI to empower ULBs.
MLC said “empowerment to Panchayats has been claimed by many political parties but nothing has been done except hollow claims and promises. However, BJP Government stood on its promises and came forward with many promising and revolutionary changes, he added.
Castigating NC-PDP, Gupta said that both these parties can’t see democracy flourishing at grass root level as it will end their political dominance and for the same reason, they boycotted polls.
He exposed PDP- NC and said their leaders have fielded proxy candidates to befool people.
BJP district president, Dinesh Sharma reiterated the commitment of BJP to strength democratic institutions at grass root level and also claimed that maximum of seats in Rajouri Municipal Committee will be clinched by party.
Ex-Pahari Board Chairman, Kuldeep Raj Gupta and Kapil Saral also spoke on the occasion.
