Sunil Sharma inaugurates ‘Comprehensive Dealer Assisted Registration’

Govt to introduce more online MVD services

JAMMU:  Minister for Transport, Sunil Kumar Sharma today launched the comprehensive online Dealer Assisted Registration here at the office of Transport Commissioner.

The function was attended by around hundred and fifty automobile dealers from the across the State with many of them through video conferencing.

Speaking on the occasion, the Minister complimented the Motor Vehicles Department for offering hi-tech facility for the convenience of the people. He informed that the department is committed to provide hassle free and prompt service to the public. He further shared that the Dealer Assisted Registration shall go a long way in putting in place an efficient and fast delivery system.  He appreciated the automobile dealers for their proactive role in switching over to the new online mode of registration. The Minister hoped that the automobile dealers and the department would synergize the efforts for achieving the goal of total transparency.

The Minister, while appreciating the efforts of the Motor Vehicles Department, informed that the online dealer assisted registration will be further simplified in days to come. He also informed that the department in its crusade to make services more accessible and easy for all stakeholders have already made the test for Learners Driving License online, which is steadily being rolled out in all districts of the State. He further informed that state –of-the –art Institute of Driving Research and Training as well Integrated Certification Centre are also under construction. “We are also developing mobile applications and software to empower passengers by making road travel safer and trouble free” he added.

Transport Commissioner, Saugat Biswas, gave a chronological background of the initiatives taken by the Department.  He shared that an ambitious beginning was made by extending this facility to the whole State in November 2017 upto data punching and fee collection stage.

“This year it has been further upgraded to include uploading of documents at dealers end and electronic transmission of file to the RTO / ARTOs for approval thereby completing the cycle” he said. He emphasized that the vehicle customers need not pay anything extra for the new online system other than the statutory fees and taxes.

Joint Transport Commissioner, Vikas Sharma while, explaining the new process informed that the Dealer Assisted Registration is now in place for registration of non-commercial transport vehicles.
“Any customer can now get his documentation, submission of fee and taxes, generation of temporary numbers completed at the vehicle dealer’s end itself. The Department has also upgraded the system to enable uploading of all documents at the dealer’s end thereby enabling the electronic transmission of files from the dealer to the RTO / ARTO offices,” he informed. He said with the new system in place the vehicle registration file does not need to undergo physical movement and once the fee / taxes are paid at the dealer’s end, the registration documents are automatically transferred to the RTO / ARTO offices online.  This shall provide great convenience to the public in getting their new vehicles registered.

Earlier, the Minister felicitated automobile dealers for their proactive contribution in switching over to the dealer assisted registration process. The technical team of the Motor Vehicles Department, Rakesh Gupta, Scientist E, NIC; Zameer and Nitin were also felicitated for their appreciable work.

Dealers, Irfan Ahmad Narwaroo and Davinder Batra   complimented the Department and assured their full cooperation in this measure.

The documentation and fee/taxes collection of two vehicles was demonstrated on spot by Anil Gupta (M/s Shree Toyota) and Temporary number and documents generated online were handed over to the vehicle owners by the Minister.

The function was also attended on location by Mir Afroz, MD JKSRTC, Mohinder Singh, Additional Transport Commissioner, Regional Transport Officers Kashmir, Jammu and Kathua, senior functionaries of the Department and dealers from Srinagar and Jammu. Huge number of dealers from all the districts of the State attended the function along with the district ARTOs over Video Conference.
