Surplus manpower

It sounds scandalous to hear that there is surplus manpower in Public Sector Undertakings and Corporations of the State and those falling in the category of surplus continue to draw their wages/salaries without doing any work. The question is that the PSUs/Corporations are not open for anybody to enter and enjoy the benefit of drawing a salary without doing any work. Who decides what the manpower requirements of the PSUs/Corporations are and who approves the numbers? One understands that the PSUs/Corporations are stuffed with large number of Government employees sent on deputation to these non-Government organizations who are paid from the budgetary allocations of concerned PSUs/Corporations. A number of questions arise because the entire system seems somewhat motivated.
In the first place, if there are not suitable persons within the PSUs/Corporations to man their administration, why should not these vacancies be filled under the provided system of advertising them and making recruitment though State PSC? If that is done it will do away with the need of sending Government hands on deputation. That is the simple and straight solution of the issue. Secondly, if Government employee is sent on deputation by the Government almost arbitrarily, why is the PSUs/Corporations asked to pay them salaries from their budget? They should receive their salaries from the parent budget allocations and not from PSU budget. Obviously, since these deputed employees have to be paid, they consume a good chunk of the budget of the PSUs/Corporations leaving the original employees of these public organizations suffer delayed and deferred payment of salaries. It is unjust and unfair and certainly cognizable under right to work and right to remuneration. As the PSUs/Corporations are stuffed with deputed manpower, this makes the strength of the manpower surplus and those who are surplus have nothing to do but draw their salaries without doing any work.
Why are the deputed personnel asking for extension of deputation for another year after completing three years of first term of deputation? We know that only blue eyed boys are sent on deputation because they have political clout. They chose a station of posting and remain posted there for long periods as they manipulate it. This is a racket of sorts and a blatant instance of corruption.
The most unjust consequence of this callous policy of the Government is that the lesser privileged employees of the PSUs/Corporations are put to inconvenience. Their salaries/wages and emoluments are kept in deferment because the funds are largely consumed by the staff on deputation. Administratively speaking, it is bad administration because firstly it denies fair deal to all employees. Secondly, it is clear favourtism for the blue-eyed persons on deputation.
The General Administration Department has already submitted some lists of surplus manpower in different PSUs/Corporations to the Finance Ministry which has to take action on the financial part of the policy. It is amusing that the personnel on deputation whose extension has not been ordered so far also continue to draw their salary. One cannot imagine that this should happen. The General Administration Department must put down its foot and take a drastic measure of suspending payment of salaries of the surplus staff till a final decision about their status is taken.
