SVC directs for FIR against R&B officials

JAMMU, May 31: The State Vigilance Commission (SVC) has ordered for registration of a formal case against three senior officers of R&B Department, Udhampur division.
The SVC, which met in Srinagar today under the chairmanship of Chief Vigilance Commissioner, Kuldeep Khoda directed the IGP Vigilance Organization to file FIR against then Executive Engineer, Suraj Prakash, Assistant Executive Engineer, Ram Gopal and Junior Engineer Sanjay Atri of R&B Division Udhampur for their omissions and commissions while discharging official duties besides recovering Rs. 2,45,179 from them.
Earlier, the Vigilance Organization had received a complaint from Deputy Commissioner Udhampur alleging that the quality parameters were not followed and maintained by the R&B Division Udhampur while repairing and black topping of four kilometers stretch of 17.5 kilometers Jakhani-Pakhlia road in 2010 costing Rs 20 lakh.
Taking cognizance of the complaint, the Vigilance Organization got the matter enquired and submitted a report to the Commission for action.
The enquiry report revealed that department had incurred Rs 64 lakh on development of the road from 2007 to 2011 and the work in question has been undertaken departmentally by the PWD (R&B) without inviting tenders.
The report further mentioned that repair and black topping on four kilometers road stretch has been executed without constructing cross drainage because of which potholes and cracks had developed on the road.
“Lack of supervision, poor consolidation and recharging excess metal stretches on already laid WBM Grade II and Grade III in excess of allowed quantity has caused loss of Rs 2,45,179,’’ the report said.
The Commission after having a threadbare discussion on the enquiry report observed that the officers have misused and abused their official position and decided to get a formal case registered against these three officers of R&B department and directed the IGP Vigilance Organization to implement the decision at the earliest and undertake investigations.
