SVC notice to ADC Kupwara

SRINAGAR, Feb 5: Taking serious note of the delay caused in submitting report, which the Commission has sought in a complaint filed against BDOs of Langate and Kralgund and others, the State Vigilance Commission (SVC) has called explanation from Addl Deputy Commissioner (District Vigilance Officer), Kupwara asking him as to why proceedings should not be initiated against him, under the provision of SVC Act and rules, for ignoring the directions of the Commission.
This decision was taken by the Commission while adjudicating upon a complaint filed by the residents of village Walrama Tehsil Langate of Kupwara district alleging misappropriation of Government funds by BDOs of Langate and Kralgund blocks with active involvement of JE RDD Kralgund, Qaziabad, Langate, VLW, Sarpanch and Deputy Sarpanch of village Walrama.
The complainants also alleged that a huge amount has been drawn from Government exchequer without executing any work on ground, besides extending undue benefits, under IAY and AAY schemes, to undeserving persons of the village. They further alleged that the officials of Rural Development Department (RDD) and undeserving beneficiaries in connivance with Panchs and Sarpanchs of the village have defrauded the Government exchequer after violating rules, regulations and guidelines fixed for execution of works under various schemes like MGNAREGA, CDF, NGRS, BRGF and rural sanitation in the area.
Earlier, taking cognizance of the complaint, the SVC directed the District Vigilance Officer (Addl Deputy Commissioner, Kupwara) to hold on spot enquiry into the allegations and submit factual position of the matter but he failed to submit the same which supplements the apprehensions of embezzlement.
Giving one more chance, the Commission directed the District Vigilance Officer (ADC) to appear in person, along with the requisite report, on next date of hearing fixed for February 13, 2017 at Srinagar.
