Taking MLAs on board

Interestingly the Chief Minister, in her recent directions to the General Administration Department has desired that a circular is issued to all administrative heads that the elected representatives in the two houses of State Legislature have to be taken on board by all authorities including those at the helm of affairs in the districts while discussing the approval of various developmental schemes for the concerned constituencies. It is the fundamental principle of democracy that the elected member of the people has to be in fully knowledgeable of what is going to happen or what is happening in his or her constituency. The MLA/MLC is an integral part of the developmental mechanism. The circular issued by the GAD in this context reiterates the privileges of the legislators following complaints that developmental works were being undertaken by various departments without consulting the concerned legislators.
It has been brought to the notice of the authorities that centrally sponsored works are being undertaken by various departments at their own level without consulting the concerned legislators, which amounts to violations of the instructions of the State Government issued previously. This practice has to stop. Obviously, participation of concerned MLAs/MLCs goes in the public interests and it has to be a priority with the Government. The CM’s circular also advises the bureaucracy and senior echelons of the administration to respond to the letters of the legislators same day or at the most at earliest convenience. This too is a laudable step provided it is observed fully by the administrative heads.
