Cabinet brings end to adhocism

SRINAGAR, May 10: Bringing an end to the adhocism and stop-gap arrangement at the level of Commissioner Secretaries and Secretaries, State Cabinet, which met under the chairmanship of Chief Minister, Omar Abdullah, here this morning, ordered transfers and postings of 10 senior IAS officers with immediate effect.
K B Agarwal, Principal Secretary to Government, Public Works (R&B) Department has been transferred and posted as Financial Commissioner (Revenue) relieving B A Runiyal, Commissioner Secretary, Revenue Department of the additional charge of the post.
Mr Agarwal will also hold the charge of the post of Chairman, J&K Special Tribunal in addition to his own duties.
Umang Narulla, Commissioner Secretary, Industries and Commerce department has been transferred and posted as Commissioner Secretary to Government, Forest Department vice Shant Manu.
Mr Shant Manu has been posted as Commissioner Secretary, Industries and Commerce Department.
Bipul Pathak, who was awaiting orders of posting in the General Administration Department, has been posted as Commissioner Secretary, Animal/ Sheep Husbandry Department relieving Shaleen Kabra of the additional charge of the post.
Tanveer Jehan, Commissioner Secretary to Government, Higher Education Department has been transferred and posted as Commissioner Secretary, Public Works Department vice K B Agarwal.
Dr Syed Mohammad Fazalullah, Registrar Cooperative Societies, J&K has been transferred and posted as Commissioner Secretary to Government, Cooperative Department relieving Shaleen Kabra of the additional charge of the post.
Manoj Kumar Dwivedi, Secretary to Government, Information Technology and Science and Technology Departments has been transferred and posted as Secretary  Health and Medical Education Department relieving Tanveer Jehan of the additional charge of the post.
Gazzanfer Hussain, Commissioner Commercial Taxes has been transferred and posted as Secretary to Government, Higher Education Department vice Tanveer Jehan.
Mohammad Ashraf Bukhari, Secretary J&K Public Service Commission has been transferred and posted as Secretary to Government, Information Technology and Science and Technology Department vice M K Dwivedi.
Zaffar Ahmad, Special Secretary, Chief Minister’s Secretariat has been transferred and posted as Director Information vice Farooq Ahmad Renzu, who will report to the General Administration Department.
The Cabinet also approved regularization of adhoc, contractual and consolidated employees working in Health and Medical Education Department. It also gave its nod for transfer of State land measuring 202 kanals and 12 marlas in favour of Industries and Commerce Department for setting up of industrial estate at Trajoor in Majalta tehsil of Udhampur district.
It further approved transfer of State land measuring 123 kanals and 13 marlas in favour of Industries and Commerce Department for setting up of silk cluster at Thanda Pani in Sunderbani tehsil and use of 0.50 hectare of strip plantation area at Awantipora and Galander Pampore units of Social Forestry Department coming in the 4 laning of NH1A by National Highway Authority of India.
The use of 0.90 hectare of forest land for construction of Mini-Secretariat at Mendhar, 1.51 hectare of forest land coming in 4 laning of Jammu-Udhampur section and change of nomenclature of Allopathic Dispensaries into New Type Primary Health Centres and Medical Aid Centres into Sub-Centres also received the approval of the Cabinet.
