Terror-Free Jammu and Kashmir

The high-level security review meetings chaired by Union Home Minister Amit Shah underscore the Central Government’s unwavering commitment to eradicating terrorism from Jammu and Kashmir. In a series of meetings held over the past week, HM emphasised the need for a multi-pronged approach to achieve a terror-free Union Territory, focussing on enhanced border security, intelligence gathering, and counter-terror operations. These deliberations reflect the Modi Government’s resolve to address the persistent challenges in the region and ensure lasting peace and stability.
The security situation in Jammu and Kashmir has seen significant improvements since the abrogation of Article 370 in August 2019. However, sporadic incidents of terrorism, particularly in the Jammu region, have raised concerns. The recent meetings are aimed at addressing these challenges head-on. The focus on the Jammu region, especially the upper reaches of districts like Doda, Kishtwar, Udhampur, Reasi, Kathua, Rajouri and Poonch, is timely. These areas have witnessed terrorist movements and attacks on security forces, pilgrims, and Village Defence Guards in the past year. By prioritising these regions, the Government is sending a clear message that no part of Jammu and Kashmir will be left vulnerable to terrorist activities.
One of the key directives from HM is to ensure zero infiltration from the International Border in the Jammu region. The BSF, which mans the IB in Jammu, Samba, and Kathua districts, has been tasked with strengthening the Border Grid and leveraging advanced technologies for surveillance. By adopting a robust vigil and modernising border-guarding mechanisms, the BSF can effectively curb the influx of terrorists and weapons, thereby disrupting the terror ecosystem.
The Home Minister’s emphasis on synergy among the CRPF, the Army, Jammu and Kashmir Police, and other agencies is a welcome move. Terrorism cannot be tackled in silos; it requires a coordinated effort from all stakeholders. The CRPF’s winter action plan, which focuses on area domination and plugging gaps in security, is a step in the right direction. By dominating the heights and strengthening positions in the upper reaches, security forces can preempt terrorist movements and neutralise threats before they escalate. HM’s review of the intelligence apparatus in Jammu and Kashmir highlights the importance of quality intelligence in counter-terror operations. The directive to increase coverage and penetration of intelligence networks is crucial. Terrorists often exploit the rugged terrain and remote locations to evade detection. By enhancing intelligence gathering and leveraging technology, security forces can stay one step ahead of terrorists. The use of drones, satellite imagery, and other advanced surveillance tools can provide real-time information, enabling swift and targeted operations.
Moreover, HM’s focus on monitoring terror financing and narco-terror cases is a significant move. The narco-terror nexus, which uses drug trafficking to fund terrorist activities, is a growing concern in the region. By tightening the grip on these cases, the Government can strike at the root of terrorism. In addition to operational measures, HM Shah stressed the need to counter negative propaganda by anti-national elements. Misinformation and propaganda have been used as tools to destabilise the region and create fear among the populace. By placing the correct picture in the public domain and highlighting the Government’s efforts to restore peace, security agencies can win the trust of the people. This is crucial for building a collaborative relationship between the security forces and the local population, which is essential for long-term peace.
The Modi Government’s ‘zero terror plan’ for Jammu and Kashmir is a bold and ambitious vision. While significant progress has been made, the road ahead is fraught with challenges. The rugged terrain, harsh weather conditions, and the ever-evolving tactics of terrorists require constant vigilance and adaptability. However, the Government’s commitment to providing all necessary resources and its focus on technology, intelligence, and synergy among security forces are reassuring. Intent is there and clear. The people of the region, who have long yearned for peace, can look forward to a future free from the shadow of violence.
