Terror Threats in Jammu Region

The resurgence of terrorist activities across the Jammu region in 2024 is a stark reminder that the fight against terrorism remains far from over. After a period of relative calm, this year has witnessed the spread of violence from the traditional hotspots of Rajouri and Poonch to other districts such as Reasi, Doda, Kishtwar, Kathua, Udhampur, and Jammu. The numbers are alarming: 44 people, including 18 security personnel and 13 terrorists, have lost their lives in terrorist attacks, with a disturbing uptick in civilian casualties. The terror attacks have not only targeted security personnel but also civilians, including pilgrims returning from religious shrines and VDGs, further deepening the sense of insecurity.
Terrorist organisations have shifted their tactics, employing targeted killings and ambushes against security forces. This worrying trend is evident in regions previously considered relatively peaceful. The ability of terrorists to infiltrate from across the border and operate freely in nearly all districts of the Jammu division is a significant concern. This suggests that border security remains porous, and local law enforcement has struggled to effectively monitor and intercept terrorist movements. With the support of local overground workers, terrorists are actively spreading their influence in eight out of ten districts, posing a serious threat to regional stability. The forested areas provide ideal hideouts for these groups, necessitating a more robust and integrated security strategy to address this evolving challenge.
The response from the security forces, however, has been swift and robust. The Army, in close coordination with the Jammu and Kashmir Police and Central Armed Police Forces, has launched several operations in these vulnerable districts, particularly in the dense forests that have often provided cover for terrorists. Yet, the growing number of attacks signals that a more nuanced approach is necessary. The Jammu region’s porous borders, along with the sophisticated networks of terrorists operating from across the border, demand continuous vigilance. Security forces must intensify their intelligence operations while also improving surveillance and night patrols to thwart future attacks.
