Our Ministers and particularly the Chief Minister make strenuous efforts in New Delhi to get various central projects sanctioned in favour of the State and adequate funds allocated. Then on the other end of the fence, the State administrative organization is unable to implement the sanctioned plan. It makes open confession of having failed to achieve targets in various centrally sponsored projects. For example, according to information provided in Legislative Assembly, the State had been deprived of an amount of nearly 47 crore rupees in the JNNURM scheme that could not be implemented according to guidelines provided to it. The question is not of money involved but primarily of elements within the state administration that are proving the roadblock in achieving the targets. Why does not the Government take action against those who are charged to implement the central projects in letter and in spirit? Funds for developmental works in the cities of Jammu and Srinagar are provided by the Union Government. But the Centre imposes certain conditionalities and the MoU signed between the parties does make a mention of the stipulated conditions which the state has accepted at the time of signing the MoU. Now we are told that out of 25 such conditions, some pertaining to Urban Reforms could not be implemented. As a result ten per cent cut in the funds as stipulated in the MoU have been made and thus the State has lost about 47 crore rupees worth projects. The concerned Minister is seized of the matter and has assured the Legislative Assembly to take all possible measures in this context.
There are other areas also where the State Governments have failed to implement central projects within the stipulated time. This malady needs to be cured and the State Government must constitute a Commission that would handle all maters pertaining to time bound implementation of Central schemes.
