Tony slams Govt for giving power to village panels for building permission

SUCHETGARH, Jan 24: Member DDC Suchetgarh Taranjit Singh Tony today condemned the Government for giving power to designated committees for residential and commercial building permissions claiming that the move will give rise to nepotism and deny justice to common man.
In a statement issued here, the DDC Member demanded that this contentious order should be rescinded as soon as possible because the same will create problems for the common man because if the big responsibility of granting building permissions will come under the Sarpanchs and other PRI members the chances of favouritism/ corruption will increase manifold and there is every possibility that the political opponents will be denied justice.
It is pertinent to mention that the Department of Rural Development and Panchayati Raj, Civil Secretariat, J&K has recently issued an order regarding the designation of authorities for according approval/permission for construction, re-construction and alteration of residential and commercial buildings in rural areas of J&K under which the competent authority that will grant building permission within Panchayat jurisdiction shall comprised of Sarpanch Halqa Panchayat, VLW (Panchayat Secretary) of Halqa and Patwari Halqa. In case of permission for Commercial buildings and shops the designated Committee/competent authority shall comprise SDM concerned (Chairman) besides Tehsildar concerned, Town Planning Officer concerned, BDO concerned and Sarpanch of Panchayat Halqa. This authority shall also have the jurisdiction to grant permission in case of any other building including Government buildings. Moreover, the aforementioned designated Committees can co-opt Members from any Government department as may be required for the purpose of taking decisions on these permission cases.
Singh demanded that to maintain even handedness the power for such building permissions should be relied upon the Director Rural Development as the chances of partiality and corruption will touch skies if the same power is vested on the shoulders of aforesaid public representatives and the government officials.
The DDC member slammed the government that on one side it is implementing schemes like PMAY for social justice and on the other is bringing such contradictory changes. He alleged that the aforesaid order is not at all in the interest of the common man and hence should be withdrawn immediately.
