Mockery of Govt order on one-month salary for elections

JAMMU, Jan 30: Making a mockery of the Government order, Orderlies, drivers, water carriers, operators, drivers, Daftaris, Jamadars and PSOs of three senior IAS officers including Principal Secretary, Home, RK Goyal, Financial Commissioner, Housing and Urban Develop-ment Department, KB Aggarwal, Rural Development Secretary, Sheetal Nanda besides those posted in the offices of Chief Secretary and General Administration Department (GAD), have been given one-month additional salary for conduct of Panchayat and Municipal elections in a list released by the GAD while there was no word so far on the same incentive to police officers and officials especially the constables, who risked their lives in militancy-infested areas, for smooth conduct of the polls in which, as per Governor Satya Pal Malik’s statement, not even a sparrow was killed in view of strict security arrangements made by the cops in cooperation with other security agencies.
Significantly, the GAD released the list at a time when the office of the Chief Electoral Officer (CEO) had sent out reminders to all the Deputy Commissi-oners to certify and furnish to his office the list of all Government officers/ officials, who have performed duty in conduct of Panchayat and Municipal elections for payment of one-month salary to them.
The CEO’s office had set January 14 deadline for furnishing lists to its office by the Divisional Commissioners and the Deputy Commissioners, which has been missed and now they have been asked to expedite and submit the list as early as possible.
Official sources confirmed to the Excelsior that the Divisional Commissioners, Deputy Commissioners and office of the CEO had to certify names of Government officers/officials, who were engaged for election duty of Panchayats/Municipalities for payment of one month salary, which was promised by the State Government through Chief Secretary BVR Subrahmanyam.
The civil administration and office of the CEO had to submit lists of the civil staff to the Finance Department for payment of one month salary to the staff, which had performed the election duty.
While the CEO office was yet to receive the lists, the GAD has come out with a separate order carrying name of only 114 officials, sanctioning payment of one month additional salary to three Administrative Secretaries and other officers/officials posted in their or other Sections in the Civil Secretariat.
Describing payment of salary to personal staff of the top bureaucrats like drivers, PSOs, Orderlies, Fireman, Followers, Jamadars, Daftaris etc as nothing but “banderbaant” and “gross misuse of power”, sources wondered that majority of these officials were confined to their offices in the Civil Secretariat and it was common officer/officials and police and other security personnel, who performed duties to make the elections successful in reality.
While Government officers/officials were yet to get the salary as the Divisional Commissioners and Deputy Commissioners haven’t certified their names so far, the GAD has approved salary in favour of those, who were at the helm of affairs in the Civil Secretariat and their personal staff, sources pointed out.
The GAD order has listed Home Secretary, RK Goyal, Rural Development and Panchayati Raj Secretary, Sheetal Nanda and Financial Commissioner (Revenue), KB Aggarwal, all three senior IAS officers as among the recipient of one month additional salary for conduct of Panchayat and Municipal elections.
RK Goyal’s Private Secretary, Stenographers, Orde-rly, Fireman, Water Carrier and five police personnel attached with the Home Department, some of whom were engaged as PSOs, have also been sanctioned one month additional salary.
Similarly, Sheetal Nanda’s Private Secretary, Dispatcher, CIC Operator, four Orderlies, two drivers and two PSOs were among the officials of her office, for whom one month additional salary has been approved.
KB Aggarwal’s PA, three drivers in his office, one Summon Server, one Orderly and three PSO, will also get one month additional salary for conduct of Panchayat and Municipal elections.
In the Personal Section of the Chief Secretary, his Private Secretary, two PAs, three Daftaris, one Orderly, three Class-IV and Jamadar have also been included in the GAD’s list for payment of one month salary.
Not to be left behind was Private Secretary of Commissioner/ Secre-tary GAD Hillal Parray, one Jamadar and four Orderlies in the GAD, who have also been made entitled to one month additional salary.
In GAD, three PAs of Special Secretary, one driver, four Orderlies and a cameraman were among the beneficiaries of one month salary.
“Barring few, majority of 114 officials named in the GAD list for payment of one month additional salary for conduct of Panchayat and Municipal elections, remained confined to their cozy offices inside the Civil Secretariat while police officers and officials along with other security personnel worked overnight to make the elections peaceful and free of violence and there has been no word from the Government so far as to whether they will be paid one month additional salary for the elections or not,” sources said.
Also, there was no mention of police in the GAD order issued on December 20, 2018 for payment of one month salary to Government officials as it only referred to general staff and certification of duty by the Chief Electoral Officer, Divisional Commissioners and Deputy Commissioners about the staff engaged for election duty.
Sources confirmed that there has been very strong resentment and police officers/officials, who worked day and night in militancy infested areas of entire State including the Kashmir valley and mountain locked Ladakh, erstwhile Doda district and all other such places risking their lives to ensure peaceful and violence-free elections but were so far denied any additional salary for all the hard work they put in while some of the senior bureaucrats and their personal staff walked away with all the benefits sitting in their cozy rooms.
