Tours at whose expense?

Charity begins at home.  We expect our ministers, legislators and top bureaucrats to be the role model of disciplined servants of the public. But it would be a sad commentary if they throw service culture and discipline to winds. Way back in 2005 the Government issued a circular laying down certain instructions for the ministers, legislators and bureaucrats who proceed on official foreign visits. General Administration Department had to issue a reminder to all concerned what conditions they had to fulfill and what criterion they had to keep in mind when proceeding on official visits to foreign countries. For example a No Objection Certificate has to be obtained from Vigilance/CID Department. Any minister or legislator or bureaucrat proceeding on official visit abroad has to obtain the permission of the Chief Minister and also to elaborate on the purpose of visit. But GAD has pointed out that there are many examples when these conditions are not fulfilled causing embarrassment even to the State officials, who pursue such requests with Ministry of External Affairs. It is noted that these visiting dignitaries spend lavishly from Government exchequer without observing the rules and regulations. In some cases they take part of their staff also with them which may not be allowed by rules.We appreciate that the GAD has taken serious notice of the matter. Nobody howsoever powerful should be allowed to misuse the facility provided by the Government. It is the tax payer’s money that is being spent on these visits and there should be accountability.
