Training prog on PFMS, GFR for LAHDC members organized

KARGIL, Apr 30: In order to familiarize the members of the LAHDC, Kargil about various aspects of the Public Financial Management System (PFMS) and the General Financial Rules (GFR) for public procurement, as per the directions of the Lieutenant Governor Ladakh, Radha Krishna Mathur, the Directorate of Accounts and Treasuries Ladakh conducted a training cum workshop on PFMS and GFR at the conference hall of Council Secretariat, Kargil here today.
Chairman and Chief Executive Councillor, LAHDC, Kargil Feroz Ahmad Khan, Executive Councillor for Social Welfare Aga Syed Mujtaba Mosavi, Executive Councillor for Zanskar Affairs Phunsog Tashi, Executive Councillor for Works Aga Syed Abbass Razvi, Executive Councillor for Health Muhammad Ali Chandan, Deputy Commissioner and CEO, LAHDC, Kargil Baseer ul Haq Choudhary, Director Finance, Accounts and Treasuries Ladakh Tahir Hussain, Chief Controller of Finance, LAHDC, Kargil, Showkat Ahmad Rather, Councilors of several constituencies and other concerned officers attended the training programme.
During training programme, Director Finance, Accounts and Treasuries Ladakh Tahir Hussain, Deputy Director Finance, Iftikhar Hussain and District Treasury Officer Kargil Muhammad Hanif Tantray through detailed power point presentations (PPTs) sensitized the members of the LAHDC, Kargil about various aspects of the Public Financial Management System (PFMS) and said that PFMS is a web-based online transaction system for fund management and e-payment.
The members of the LAHDC were further informed by the trainers that PFMS is a user friendly software application system for payment, accounting and reconciliation of Government transactions and integrates various existing standalone systems and Government of India had taken the decision to enhance the use of PFMS as a single platform for payment, accounting and reconciliation in December, 2014.
The trainers also apprised the participants about online billing cycle under PFMS and the operation of PFMS in Ladakh headed by the Chief Controller of Accounts followed by Principal Accounts Officer, Pay and Accounts Officer, Drawing and Disbursing Officer and the Program Division.
Thorough information through detailed PPTs was provided on the objectives and work force of PFMS, hierarchy in PFMS operations, payment cycle, registration, sanction cycle, vendor registration and mapping, PAO-DDO wise mapping, budget allocation and other key aspects.
LAHDC members were also enlightened about the processing of tenders and CVC guidelines including the fundamental principle of public buying, public procurement yardsticks, GRF Rules and procurement through the Government e-Marketplace (GeM).
