Transfer of overstaying employees

In response to the prolonged stays of employees at specific locations and the unauthorised deputation of officers outside Jammu and Kashmir, the administration has issued directives to take the necessary actions. Instructions are to immediately relocate officials from various departments stationed at the same place for more than five years. Since the formation of the UT of Jammu and Kashmir, the administration has been diligently working to streamline departmental operations. The introduction of online portals has been instrumental in achieving this goal, making it more challenging for ghost employees or individuals overstaying in positions. It is indeed true that some employees have held their positions at one location for over a decade, which not only contravenes transfer policies but can also foster corrupt practices. The population-to-employee ratio in Jammu and Kashmir is notably high, which has allowed certain employees to take undue advantage of the situation. Some have either remained in the same position for an extended period or have secured attachments to central offices, often while running parallel businesses. This situation has prompted the Chief Secretary to take action by issuing relevant transfer orders.
