ULB heads’ demand on status of BDC chairmen justified: Cong

JAMMU, Jan 4: J&K Pradesh Congress Committee has endorsed the genuine demands of the Jammu and Kashmir Co-ordination Committee of Urban Local Bodies (ULBs) representatives, who have demanded due protocol and status equivalent to the BDC chairpersons apart from enhancement of financial competence and powers apart from adequate funds for the development of ULB areas in Jammu and Kashmir.
These demands were put forth before the president JKPCC Ghulam Ahmed Mir when a delegation of J&K Co-ordination Committee of Urban Local Bodies (ULBs) elected representatives met him at Congress office, Shaheedi Chowk, Jammu today to highlight their genuine issues with regard to elected Urban Bodies in the J&K UT.
The delegation said that the elected heads of the ULBs are also members of the District Planning and Development Board as per law but have not been categorized in the matter of protocol and status in the recent order which is discriminatory.
They also stressed up the need to empower the Urban Local Bodies with enhancement of financial powers and competence and adequate financial support for due discharge of their duties to come up to the expectations of the people and the ever increasing and expanding needs and influx of urbanization from rural areas.
The delegation also sought adequate facilities to the elected representatives for the performance of their day to day duties including reasonable increase in their honorarium and sitting charges to the councilors besides appropriate security cover and accommodation as per their security categorization in vulnerable areas. They also sought enhancement of various facilities to the ULB employees including insurance cover to the Safai-Karamcharis.
The main issues raised by the Co-ordination Committee include financial powers to Municipal Councils and committees should enhance to Rs 25 lakhs. The due protocol to the presidents of Municipal Councils and Committees at par with the BDC Chairpersons in the warrant of precedence issued recently by the Government, provision of one vehicle to each municipal body, additional grant of Rs 50 lakh during the current year.
Mir urged the administration to address the genuine issues of the elected bodies on priority in order to enable them to discharge their responsibilities to the satisfaction and requirements of the people in these urban areas of Jammu and Kashmir.
The delegation comprised Mohd Iqbal, Irshad Ahmed, Abdul Karim Dar, Masroor Banday, Omar Kakroo, Rayees Ahmed, Rakesh Kumar, Bharat Kumar, Farooq Andrabi and Jehangir Ahmed.
