Unfair allotment by JDA

Sir,
The Jammu Development Authority had invited applications for the allotment of four Residential flats at Panchavati Apartments, Nanak Nagar Jammu vide No.: JDA/CA-13 dated 20-07-2012 and No.:  JIP/J-703 dated 21-07-2012. The applications for one flat at ground floor and three flats at third floor in the Panchavati Apartments were invited from the permanent residents of Jammu and Kashmir. The Jammu Development Authority had made a major mistake in preparing the forms while inviting the applications for the said flats.
The applicants who had obtained the application forms from the office of the Jammu Development Authority in person could not mark the flat/floor number in the application Form since there was no such column in the application forms distributed by the office of the Jammu Development Authority, while the applicants who had obtained the application form from the website of the Jammu Development Authority could only mark the said choice, since there was a required column in the application form. The draw for allotment of Residential flats was postponed three times for the reasons unknown. During the draw for the allotment of flats today, the applications of the people who had obtained the forms from the office of the Jammu Development Authority were rejected on the ground that they have not given the choice of the flat/floor. Since it was the mistake of the Jammu Development Authority, it should have been rectified by its officials well in time or either all the application forms could have been considered during the lucky draw.  The Jammu Development Authority should cancel the allotment of the same notification and re-advertise the same Residential flats at Panchavati Apartments Nanak Nagar Jammu, along with other flats lying vacant.
