All the 32 gazetted and non- gazetted services in the Union Territory of Jammu and Kashmir shall have recruitment rules pertaining to them duly up dated in order to address the issues of stagnation and absence of a set and well defined ladder structure to step up in next stages of promotions. Lieutenant Governor Girish Chander Murmu has issued directions in this regard but what should be ensured is the time bound completion of the mandatory exercise and at regular intervals. This was going to boost the morale of the services and better performance from them could be expected.
Recruitment and associated rules must be relevant in the current scenario as well as to meet the desired requirements of various departments. A Standing Committee constituted for the purpose by the General Administration Department, Law and other concerned departments has reportedly started reviewing the recruitment rules. We would urge the Government to make these rules comprehensive to include postings, transfer, disciplinary and other related issues as part of the rules so that at no stage of the course of services’ career, there were any ambiguities or confusions. Let the exercise be completed at an early date and let administrative inspections and audits of departments too become an established persistent practice.
