Refer editorial DE March 30.  It is really a matter of appreciation that many learned persons of known repute participate in understanding the prevalent condition of my home state who had suffered hostility of our neighbour almost for three decades.  Today, we all accept with humility that our state police force has been put against a very organised phase of terrorism with least wherewithal.  The police force has been stretched beyond limit to keep pace with increased work load not only to maintain law and order but also in helping security force to contain terror acts to its minimum.  It is beyond any doubt that terror acts cannot be executed with out local ground support in the form of sympathisers whether created ideologically or with force.
Here comes the active involvement of police so that our adversaries are devoid of any ground support. The police department of any state to my understanding maintains law and order, gathers ground level intelligence and contains anti national activities to its minimum through three wings of the police department namely, district police, armed police and traffic police. It is irony that the armed wing of the police department is not being updated to take challenges of  lawlessness and arson of the present day. These disguised forms of terror acts like stone pelting and mob gathering in support of local groups seen in the valley are nothing but a covered face. It is therefore pertinent to train this wing of the police department with latest techniques and gadgets and this elite group should not be wasted on providing security to politicians and leaders who should actually stand with local public as one amongst them.  Quick Reactions teams could therefore be formed with all police stations and centrally at district level keeping in mind the sensitivity of the place. No amount of funds allotted and spent usefully could be of some change unless the working culture is also modified suitably so that police functions with least involvement of politicians.
A multifaceted approach in training our policemen and women, equipping them with latest security gadgets, a dedicated intelligence approach especially at ground level and a free and fair working environment with no outside involvement will change our Police Department and bring in more relaxed and tension free working culture for them which would make them more public friendly, a guide, helper and above all a man or woman in khaki always for YOU.
