Utilization of Constituency Development Fund

Sir,
Voters cast their votes to elect their representatives. These representatives avail funds to the tune of crores of rupees as Constituency Development Fund. What is the criterion for the utilization of these funds? Obviously the MLA /MLC/MP  himself. After all they are the representatives of the people. People have no say in the utilization of these funds. They keep visiting these ‘worthy’ representatives but only those who are near to these representatives or have some approach to his close persons get funds for the development work in their localities.
There is no real evaluation as to which is the most neglected locality of the constituency and what work needs to be done on priority basis. We find localities where old drains are being dug to lay deep drains and old tiles are being replaced by new and fancy tiles and also there are areas like our colony-Ajit Colony Extn.  where no drainage system has been laid and that too when there is much talk of cleanliness and smart cities. Unfortunately laying of drainage system in a neglected colony is not the priority of our representative of Jammu West who got votes in the name of PM Modi and got elected. We can’t go to the PM now for the development of our colony.
Our Mohalla Committee called on our representative more than half a dozen times but after getting elected despite repeated requests he could not spare time to visit this locality though before elections he visited twice.
These representatives pledge to work without fear and favor, malice or ill will and discharge their duties conscientiously but forgetting their pledge, they work under the influence of those who surround them and show favoritism at the cost of those who deserve it. Previously when the funds used to be at the disposal of officers of the department and the system of CDF was not prevalent, perhaps the system used to be much better. Funds should not be spent on the whims and fancies with eyes on votes or to please the party functionaries. This is public money and not party fund hence needs to be spent judiciously and justly.
