Vacant posts

Sir,
This is in reference to the news regarding 50 percent posts lying vacant in rural areas in Education Department, DE Oct 26.
The reason behind  this huge number of posts lying in areas like Kishtwar, Doda, Poonch, Reasi etc is because most of the teachers/masters/lecturer from these areas have got themselves placed or adjusted in Jammu schools as they have settled in Jammu due to various reasons. Now, when a teacher from Jammu is transferred to these areas he is not willing to be dislocated and try to get attached or deployed in the city. This is adding pressure on the city schools leading up to surplus staff.
I will like to suggest that Government should formulate a policy that would envisage that any employee from these far flung areas should work in their native districts only from where they availed jobs.
Moreover female staff should not be dislocated from her home town or can be trasferred from where she can travel conveniently on daily basis so that she can take care of her  kids and family.
If our Government comes up with this policy, this problem of posts lying vacany will get resolved automatically, and also will help to get rid of touts who operate as agents and spreading menace of corruption.
It will also help  to improve quality of education in schools as teachers will be able to maintain balance between family and job.
