Vacant posts in rural areas

Sir,
This has reference to the news item 50% posts lying vacant in rural areas in Education Department, DE Oct 26, 2017.
I would  like to highlight the reason behind this huge number of posts lying vacant in areas like Kishtwar, Doda, Poonch, Reasi etc. This is because most of the teachers /Masters/Lecturers from these areas have got themselves placed or adjusted in Jammu schools as they have settled in Jammu due to various reasons. Now when a teacher from Jammu is transferred to these areas they are not willing to be dislocated and try to get attached or deployed in the City. This is adding up pressure on City schools leading to surplus staff.
I will like to suggest that Government should formulate a  policy so  that employees from these far flung areas work in their parents Disctricts only.
Moreover, female staff should not be dislocated from their  home town or can be transferred to  where from they can travel conveniently on daily basis so that they can take care of their kids and family.
It will also help to improve quality of education in schools as teachers will be able to maintain balance between family and Job.
