JAMMU, Feb 12: A number of delegations of teaching and School Education Department employees today called on Commissioner Secretary School Education, Hirdesh Kumar Singh and separately submitted him memorandum of demands.
Delegation of School Education Employees Coordination Committee and J&K Government Teachers Forum, led by Amar Nath Thakur submitted two memorandums. The main demands submitted in the memorandums were; to convene regularization committee meeting twice a month on fixed dates to regularize all remaining incharge +2 lecturers, Joint Directors, CEOs, Principals, ZEOs and Headmasters, fixing seniority of Principals, Headmasters , Lecturers, deputing all untrained +2 lecturers appointed through PSC for B Ed training , sanctioning career progression scheme (CPS) in favour of all lecturers, filling all vacant posts of ZEOs , sanctioning staff in upgraded schools , transfer of lecturers , masters and teachers as per transfer policy norms , Installation of CCTV cameras in all schools and exam centres, releasing charge allowance in favour of all newly promoted incharge +2 Lecturers etc.
Commissioner Secretary said that meeting for regularization of all incharge cadres has been fixed on 5th of March 2020 and also assured that staff for upgraded high schools will be sanctioned.
Deputation of All Jammu, Kashmir and Ladakh Teachers Federation (AJKLTF) under the aegis of Akhil Bhartiya Rashtriya Shaikshik Mahasangh (ABRSM), led by Ratan Sharma, State General Secretary, met Hridesh Kumar Singh and submitted a charter of demands.
AJKLTF demanded separate Education Commission for JK UT, implementation of transparent Teachers/Masters Transfer Policy, adjustment of Masters working on RMSA, SSA posts on non-plan posts, re-organisation of Education Department by creating separate wing for all sorts of non scholastic activities, keeping teachers away from all sorts of non-academic activities, release of all pending lists of DPCs, organization of opens sessions to listen to Teachers/ Masters grievances at district level and Implementation of CBSC curriculum etc. The delegation also demanded early release of promotion list of Masters and filling up all vacant posts of Joint Directors.
Delegation of Jammu and Kashmir Teachers Joint Action Committee (JKTJAC), led by it’s general secretary, Saleem Sagar, discussed various issues of teachers with Hirdesh Kumar Singh and demanded their early redressal.
The issues and demands, which were raised during the meeting, include the settlement of left out cases of grade II teachers and grade lll teachers who are without salaries from more than a year, transfer policy for regularised ReTs , implementation of order number 469- Edu regarding the inclusion of initial five years service in service records to Rehbar-e-Taleem Teachers, timely adjustment of supernumerary cadre against substantive posts, extension of SRO-43 benefits in favour of teacher Grade ll and Teacher Grade lll , leave encashment in favour of teachers, adjustment of upper primary school head teachers on available Master grade posts, creation of Master grade posts in upper primary school and abolishment of incharge system in School Education Department.
A delegation of All J and K Plus Two PSC Lecturers Association, led by its President Mansoor Ahmed Khan called on Hirdesh Kumar Singh and submitted a detailed representation highlighting the burning demand of Assured career Progression ACP/ TBT. The delegation also demanded regularization of the officers including Joint Directors, CEOs and Principals in time bound manner.
Delegation of J&K United School Teachers (USTA), District Kathua, led by its provincial president Dr Shashi Pal Singh, called on Hirdesh Kumar Singh and submitted a charter of demands regarding betterment of service conditions of school teachers working in J&K.
USTA demanded enhancement of budget for education sector, creation of posts of Masters in place of Head Teachers in all Upper Primary Schools, senior teacher grade in favour trained undergraduate teachers, abolish inchargism and an end to stagnation in school Education Department.
