JAMMU, Aug 8: Vigilance Organization Jammu has presented challan against Tilak Raj Sargotra, the then Executive Engineer and Rohit Puri in the Court of Anti-corruption Jammu.
According to the Vigilance case, verification was conducted on the basis of an anonymous complaint regarding the washing away of vented causeway over Aik Nallah in Rehal area of Bishnah in the year 2011.
During the verification, it came to the fore that a NIT No.7/2005-06 dated 04/2005 was floated by the Executive Engineer, PWD R&B Construction Division No.1 Jammu for the construction of vented causeway over Aik Nallah at the cost of Rs 60 lakh. In the tendering process, the lowest bidder was awarded the contract after negotiation of rates at an amount of Rs 65 lakh.
However, during the scrutiny of the record amount paid to the contractor was calculated as Rs 88, 82,148. Moreover, it came to the fore that the technical sanction was not accorded by the competent authority. Even the soil bearing capacity had not been conducted before the execution of the work and only of the basis of cross section of nallah, the consultant was asked to design the vented causeway.
Moreover, the design so formulated was not got vetted by the department from competent authority. The conceptual plan of the structure constructed was not found satisfactorily implemented on ground by the field engineers from technical point of view. All these factors had contributed in washing away of the causeway resulting in loss to State exchequer, which amounts to criminal negligence.
The Vigilance Organization after establishing commission of offences punishable under Prevention of Corruption Act and 120-B RPC lodged FIR and after completion of the investigation presented challan in the court of law.
