JAMMU, Sept 24: The Vigilance Organization Jammu has produced challan against then Assistants Directors CA&PD Department Ramban, and others in case of causing wrongful loss of more than Rs 25 lacs to the department by executing wrong contract of carriage of foodgrains from Ramban to different local locations.
The challan in case FIR number 10/2011 P/S VOJ under section 5(1)(d) read with section 5 (2) P.C. Act Svt. 2006 and section 120-B RPC, was produced in the court of Additional District and Sessions Judge Anti-Corruption, Doda, Haq Nawaz Zargar, against eight accused persons, namely Safi-ud-Din Giri, Krishan Kumar Sharma, Zaffar-Ullah Bhat (then Assistants Directors CA&PD Ramban), Daljeet Wadhera, then Chief Accounts officer CA&PD Department, Jammu and four private contractors.
As per the challan, these accused officers during their posting in CA&PD Department Ramban, did not enter into contract agreement with the successful bidders (lowest bidders) for transportation of food grains on routes namely Banihal to Makundbass-A, Banihal to Makundbass-B, Ramsoo to Ukhral and Ramsoo to Sumber. These officers by misusing their official position dishonestly and wrongfully allowed the previous contractors to continue transportation of food grains at much higher old rates by ignoring the new successful contractors (lowest bidders) by hatching a criminal conspiracy with the previous contractors, thus caused a loss of Rs 25,67,117/- to the State exchequer and corresponding wrongful gain to themselves.
They also allowed release of CDRs wrongfully in favour of the successful bidders and did not sign contract agreement with them in-spite of the receipt of the legal notice on behalf of the successful bidders.
The challan was produced by Kamal Sangra, Inspector VOJ and the next date of hearing in the case has been fixed for 14-10-2015.
Pertinent to mention that this case was registered on 21.6.2011 against Hemant Kumar Sharma, then Director CA&PD Department and others for causing wrongful loss to the department by misusing their official position. The case was investigated by Inspector Manjeet Singh, now posted in ZPHQ Jammu.
However, a clean chit was given to Hemant Kumar by the SVO after completion of investigation. The case was supervised by Rashmi Wazir, Mohd Yaseen Kichloo and Shabir Ahmed, who remained posted as SSP Udhampur Doda Range of VOJ time to time since 2011.
