VLWs allege stagnation, demand promotions

JAMMU, Aug 25: All J&K RDD & PR Employees Federation has urged upon the higher authorities to remove stagnation among the VLWs/MPWs and provide them promotion avenues as being done in case of Panchayat Inspectors as in-charge BDOs.
Addressing press conference here today, Anurudh Singh, convener of the Federation and general secretary All J&K VLWs Association said that many VLWs have been working in the department for the last even 25 to 30 years. They have not been provided even single promotion. Many of them are graduate and post graduates but they are facing stagnation.
He said the federation is opposed to the Government order No. 222 dated 23-7-2014 in which the Govt has created post of BDO, SO (Planning), AAO (Finance), AE (R&B), two posts of Junior Assistants/ Computer Operators, leaving aside the posts RDD & PR that is Inspector Panchayat, Senior Assistant, Head Clerk, Work Supervisor & JE.
Referring to the statement of RDD Minister that department is mulling to make Panchayat Inspectors as BDOs. But the proposal moved by both the directors has been opposed by the Chief Secretary on the plea that Matriculates can not be made BDOs. Mr Singh pointed out that many VLWs/MPWs are also Graduates and Post Graduates and they have not been accorded promotional chances. They should also be considered for the promotion as Panchayat Inspectors which is feeding post for BDO. There are only 153 posts of Panchayat Inspectors against 4139 posts of VLWs and 160 BDOs are required to be placed. Among 153 Inspectors only 20 % are Graduate and 5 % Post Graduates. The Federation also stressed for amendment in the existing rules.
