JAMMU, Aug 16: State Vigilance Organization (SVO) today booked Prof Hemla Aggarwal, the then Principal of SPMR Commerce College Jammu and a Senior Assistant Jagdish Kumar under Prevention of Corruption Act.
According to an official handout, on the basis of a verification regarding purchases made by Professor Hemla Aggarwal, the then Principal SPMR Commerce College at exorbitant rates in conspiracy with Jagdish Kumar, the then Senior Assistant-cum- Storekeeper in the college, a case under FIR No. 23/2014 under Section 5(1) (d), 5(2), J&K Prevention of Corruption Act and 120-B RPC has been registered against them in Police Station Vigilance Organization Jammu.
The verification conducted has revealed that Prof Hemla Aggarwal had shown purchases of softwares for I-Mac System namely Final Cut Plugging, Edius 4 Canopus and Adobe Master Collection CS3 for amount of Rs 78,000, Rs 46,800 and Rs 1,40,400 respectively.
During the course of verification softwares were not found loaded in I-Mac System. Moreover, three CDs CS3 (compact dics) software namely Final Cut Plugging, Edius 4 Canopus and Adobe Master Collection CS3 were not found available. The verification further revealed that Jagdish Kumar received the bill of I-Mac System and its accessories from the Principal and entered the same in the stock register, which was duly attested by the Principal.
The bills were found entered in the stock register without receiving I-Mac System physically and the stock was received after two months without verifying the originality of software purchased for I-Mac system.
During verification, it also came to the fore that software/CDs were neither requisitioned for purchase nor same were required but were purchased. The purchased softwares/CDs have been shown purchased (in original) for an amount of Rs 2,65,200 and entered in stock register of the college, whereas pirated CDs have been loaded in I-Mac system, thereby causing loss to the tune of Rs 2,65,200 to State exchequer.
