SRINAGAR, Apr 4: The Vigilance Organization Kashmir today produced challan against Officers and officials of Irrigation, Construction Division Pampore as well as Contractor, who are accused of withdrawing public money through fraudulent means.
Challan in case FIR No: 11/1982, against Ab Rashid Wani (then Executive Engineer Marval presently near Hotal Muskan Rajbagh Srinagar), Bushan Lal Kachroo (the then S O head works Sub Division Marval), Ghulam Nabi Wani (then Works Supervisor Sub Division Marval) and Ab Samad Mir (Contractor), was produced in the Court of Additional Anti-corruption Judge Pulwama, presided by Virender Singh Bhau.
The case was registered on the out come of the Preliminary Enquiry into the allegations that there was accumulation of about 15 feet of silt in the Sump of Pump of Lift Station Ist Marval for which tenders and other formalities were completed by the Executive Engineer Irrigation Construction Division Pampore and the work was entrusted to a local contractor for execution.
But the contractor in criminal conspiracy with Executive Engineer, Assistant Executive Engineer and concerned Sectional Officer Zutshi removed only 05 feet silt from the sump whereas 15 feet was required to be removed. By this way, the Executive Engineer drew an amount of Rs 62,000/- fraudulently and paid to the contractor after receipt of their respective shares.
During the investigation, conducted by VOK, it was revealed that a small quantity of silt was removed from the sump and the accused in collusion with one another fraudulently drew Rs 62,270/- from Government Treasury in April 1982 whereas actual silt clearance was done involving an expenditure of Rs 2640/- only and thereby a loss upto Rs 57,630/- was caused to the State exchequer.
The investigation of the case was finally concluded as proved against the accused public servants and the Contractor following which the challan was produced before the court. The next date of the case has been fixed on 23.04.16.
