Ward 36: DPR sent to Civil Secretariat 2 yrs back but work on tube-well, OHT yet to start

JAMMU, Dec 29: Work on the project to construct an Over Head Tank (OHT), tube-well and to lay new water supply pipes in Ward number 36 of Jammu Municipal Corporation (JMC) is yet to start though the Detailed Project Report (DPR) in this regard was sent to Civil Secretariat two years back for the required official nod.
This was stated by Subhash Sharma, Councillor of the Ward who also informed that the project was to be completed at an expenditure of Rs. 7 crore and out of this Rs. 2 crore were released for digging a tube well in Bhawani Nagar at a park which was in forest land and the Forest Department objected to it and the tube-well could not be made.
He informed that water problem remains in the Ward in summers.
In an exclusive interaction with the Excelsior, Subhash, who is a first time Councillor as an Independent candidate, said that a mini-stadium at Lakkar Mandi was announced by the then J&K Lieutenant Governor three years back but no progress has been so far though a resolution for this was also passed in General House Meeting of JMC.
“The LG had also announced a car parking facility at five kanal land of the Forest Department but nothing has been done so far in this regard also,” he maintained adding that similar remained the fate for a multi-storey parking sanctioned on JDA land in the Ward.
The Councillor said that area of his Ward included Daily Excelsior Lane, Lakkar Mandi, Bhawani Nagar and Hyderpora.
He said that there are two Nallahs in his Ward which flood in rainy season and the water enters houses in Bhawani Nagar and Hyderpora causing damage while some houses near a Nallah have started sinking in Lakkar Mandi area of the Ward.
Sharma said that repair and construction work of lanes and drains is 65 per cent complete in his Ward while that of blacktopping is almost 95 per cent done.
It is pertinent to mention here that though more than four years of the mandatory tenure of five for the elected body of JMC have passed, many developmental works are yet to be completed while many of such works have not even seen the light of the day.
“The Ward is almost covered as far as Street Lights are concerned and only 200 more these lights are needed while of the installed ones 15-20 lights are non-functional and are being repaired in routine,” he claimed.
The JMC Councillor said that stray dogs have created a lot of problems in his Ward.
“These canines not only litter here and there but also bite people and chase two wheelers and have created a wave of terror among women, children and old age people,” he continued.
Sharma also said that monkeys have created problems in Lakkar Mandi and Bhawani Nagar areas of his Ward.
“These simians enter residential houses and look for eatables and sometimes even attack people,” the Councillor said.
He claimed that sewerage problems are there in his Ward due to the sub-standard work executed by the concerned agency because of which sewerage pipes get frequently blocked at many places and the litter comes out from the manholes leaving problems for the passersby and the locals living there.
The Councillor further said that almost all the residents of his Ward have made their Ayushman Cards and most of the eligible Voters have got their Voter Cards and same is the status of Domicile Certificates in the Ward.
“I helped about 427 people including widows, physically challenged and old age persons of my Ward to get pension but the newly introduced rule for these pensions exclusively to Below Poverty Line people is creating problems for others,” he said.
Sharma also said that thefts involving iron gratings from the drains have been reported from his Ward but the same were recovered later on.
He informed that many drug addicts and peddlers are active in his Ward for which the police should take cognizance.
The Councillor said that one colony in his Ward needs regularization.
“There are 22 Safai Karamcharis in my Ward and we need 10 more for better cleanliness in the area,” he said.
The JMC Councillor said that Smart Meters have been installed in the Ward without any protest while hanging wires and damaged poles are also there.
He said that there are five coolers in the Ward and all of these are in good and working condition.
“Autos collecting garbage by moving from door-to-door are doing a good job and after this service was introduced garbage dumps have reduced in the Ward,” Sharma continued.
He said that there are public bathrooms in the Ward to facilitate the public but there is no public toilet in the Ward while a Community Hall there is presently under construction.
The JMC Councillor said that there are few vacant plots in his Ward and house numbering has been done there.
He said that four more High Mast Lights are needed in his Ward.
