Why formality of inauguration?

Cannot our projects be commissioned in the absence of official inaugurations with photo ops and associated pomp and is the contrary anywhere mandated in official manuals? Not speaking hypothetically, let such a conventional mindset be manumitted now as people prefer works done without hassles and done fast. The building is all ready for occupancy but is awaiting inauguration for which the political leadership or the top bureaucracy is finding no time.
Tourist Reception Centre (TRC) building at Athwattoo village of North Kashmir’s Bandipora district is yearning to begin its operation since the Government has “no time” for the last two years to inaugurate it. This building could be constructed with a cost of Rs.4 crore by Manasbal Development Authortity, the first of its kind with 10 rooms, dining hall and a kitchen wearing a modern look and is promising all reasonable facilities for a comfortable stay.  The local people are optimistic about this TRC attracting more tourists and providing employment opportunities and therefore, feel excited about this building thrown open for operation.
Unfortunately, this building is lying in a non functional condition since a date for scissoring the ribbon tape is not yet decided. Seems incredible indeed, it is tantamount to a colossal loss of revenue as it is not put to use for the last two years. In other words, either because of delays caused in the construction process, disruption of funds flow or whatever, or no dates “available” for months together for inauguration, the delays, postponing, deferring, prolonging and the like must take place at all costs in one way or the other. It is both laughable and inviting scorn. The situation in such but rare cases could be salvaged by means of adaring step conscientiously taken by someone with a vision in the official hierarchy which not only shall set an example in itself but shall be appreciated by the people. Could these lines motivate an action in the matter?
