Amphalla- Janipur and Janipur -High Court Roads remain congested not only during peak hours of activities but throughout the day till late nights calling for immediate widening or any alternative solutions so as to have them decongested. Since it is almost customary that the executive authorities do not take proper and timely action unless there was court intervention, a PIL filed by Citizens Forum is being heard by a Division Bench of the High Court in this regard.
It sounds queer and astonishing that despite court orders, Government authorities had not even submitted the status report before the Bench let alone any concrete plan in respect of widening of the twin roads. The court has viewed the non-serious approach of the concerned authorities of the Government. The court has, therefore, awarded a penalty of Rs.20000 for this breach of the court order which was to be recovered from the officer concerned responsible for such a lapse. While such taciturnity of the concerned authorities was untenable in a matter of so much of importance , at the same time the PIL is pending since 2013 and no flyover or any other measure to ease the traffic congestion on these two roads is anywhere appearing to be in any type of limelight. The court’s observations “to see whether there is some change in the mindset and they start justifying the fat salaries being received by them from the public exchequer which is funded by the taxpayers’ money” vindicates our stand articulated many a time through these columns in respect of officers not feeling accountable and answerable.
