Wife of police constable booked for causing loss to Govt exchequer

JAMMU, June 27: Crime Branch today booked wife of a police constable for cheating the public at large by charging double the amount approved by the committee, causing wrongful gains to themselves and loss to the Government exchequer worth lakhs of rupees.
As per spokesman of Crime Branch, an information was received from a reliable source that M/s Manhas Enterprises owned by Shanu Manhas, wife of Police constable Susheel Singh Manhas having its office at Lower Roop Nagar, Jammu has secured contract of parking at SMGS Hospital, Jammu for a period of one year effective from 4.9.2013 to 4.9.2014 being the highest bidder for an amount of Rs 15,55,000.
However, as per the sources and the evidences available the said enterprise has been getting the contract in its favour since the last so many years in connivance with the Hospital Administration as the Tender Opening Committee had accepted his fake and fabricated documents especially Form-C which was on the name of Savers and Savers 235, Sarwal Colony Jammu.
On the basis of this report an enquiry was initiated in Crime Branch, Jammu and during the course of enquiry it was found that Shanu Manhas is the owner of M/s Manhas Enterprises and M/s Sai Enterprises. During the year 2012 she had applied for the contract of parking at Government Hospital Sarwal on the name of M/s Sai Enterprises and being the highest bidder she was allotted the contract but later on she surrendered the said contract under the bid amount of Rs 2,56,000 by expressing certain un-avoidable circumstances and the contract was allotted to M/s Manhas Enterprises, which was also run by the said lady, for the less amount of bid of 2,0,6000, which was shown on the name of Sandeep Singh Manhas, son of Om Parkash Manhas as registered owner of M/s Manhas Enterprises.
CDR amount of M/s Sai Enterprises of 10,000 was confiscated and was deposited in the official account of hospital on 16.1.2013. Perusal of record of M/s Manhas Enterprises further revealed that the affidavit which was filed by Shanu Manhas at Sarwal Hospital mentioned her husband’s name as Sunil Manhas instead of Sushil Singh Manhas and which was identified by Sushil Singh. She had also fabricated the name of Shanu Manhas and mentioned Sandeep Manhas as the owner of M/s Manhas Enterprises at Govt. Hospital Sarwal, Jammu,  whereas at the time of bidding for the parking contract for the year 2013-14 at SMGS Hospital the owner of M/s Manhas Enterprises was shown as Shanu Manhas wife of Sushil Manhas and in the contract application of the firm the stamp of M/s Sai Enterprises was used which was forged to be that of M/s Manhas Enterprises, which clearly shows that both the firms were on the name of Shanu Manhas wife of Sushil Manhas and were being operated in close coordination of Sandeep Singh Manhas and Sushil Singh Manhas and that records were forged and fabricated intentionally and deliberately in furtherance of a criminal conspiracy with the Hospital Administration in order to secure the contract of parking thereby causing wrongful gains to themselves and the officers/officials of various hospitals of Jammu and loss to the Government exchequer worth lakhs of rupees.
On this, Crime Branch, Jammu has registered a case under FIR number 13/14 under Section 420,465, 467, 468,471,120-B/RPC r/w Sec. 5(2) P.C Act Svt 2006 against Shanu Manhas.
