Sir,
Refer ‘Objections in response to notification published by Higher Education Department Civil Secretariats vide notification No. DIP/5-9715 dated 22-03-2013’ in Daily Excelsior Jammu.
With reference to the subject cited above, I want to submit my objections.
All these institutions which have been notified in the said notice have been functioning in Jammu and Kashmir cities since long and have been doing a brisk business in full public view. Every Government functionary including District Administration and top officers of Higher Education Department are well aware about their existence but turn a blind eye towards them. These institutions have become money minting houses and are becoming a burden on society.
All the institutions notified in public notice are leading private institutes or coaching centers of the city and have been coaching thousands of students and preparing them for all prestigious examinations. On one side the Govt. allows these institutions to function and do a brisk business and on the other side the Government notifies these institutions as unauthorized. This dual policy of the Government is sending wrong signals to the owners of the institution as well as general public.
According to SRO 339 dated Jan. 20th of December 2005, all guidelines regarding opening of an institution and awarding degrees has been made abundantly clear, then why these institutions are allowed to function with impunity. Here it is pertinent to mention that as per clause 20 section 3, “unauthorized institutions shall not make any admissions to any of the courses. However, the students who are already admitted shall be allowed to continue their studies till the conclusion of their academic programme.”
So all such students who fall under this category should be given the benefit under the provision of the mentioned clause and should not be made scapegoats and made victims for no fault of theirs.
In light of the objections and startling facts mentioned above. The Govt. must make its policy clear visa-viz running of these institutions in the twin cities of Srinagar and Jammu and should seal all unauthorized institutions with immediate effect.
