JAMMU, Nov 23: State Vigilance Organization today registered case against Executive Engineer, Assistant Executive Engineer, two Junior Engineers and five contractors for misappropriation of lakhs of rupees.
The accused persons are Sita Ram Dogra, the then Executive Engineer PWD Division III, Manoj Kohli, the then AEE PWD Sub-Division Akhnoor, Raman Pandoh and Narinder Kumar, Junior Engineers of PWD Division Akhnoor and contractors Rohit Khajuria, Rattan Chand, Kirpal Singh, Kewal Khajuria and Dev Raj.
According to the verification conducted into the allegations of fraudulent withdrawal of Rs 76 lakh by the officers of Public Works Department Division III, it came to fore that Sita Ram Dogra, the then Executive Engineer without inviting tender allotted construction of link-road from main road Sohal to Badyal, premixing of Phree Tasria Yal Road, restoration of Youthergala Menowar Road and premixing of Bhalwal-Kangan Road to the blue eyed private contractors while showing exigencies.
Thereafter, he withdrew an amount of Rs 5,47,474 on account of removal of malba and non-executed work of laying bed material. He also caused a loss of Rs 8,31,524 on account of service tax which was to be deducted at the rate of 8% from the contractors had it been done through allotment after adopting process of tendering.
It also came to light that the then Assistant Executive Engineer Manoj Kohli without verifying the facts from the grounds agreed and forwarded the record prepared by JEs Raman Pandoh and Narinder Kumar. “The accused persons have caused Rs 13, 78, 998 loss to the State exchequer and equivalent wrongful gain to themselves”, Vigilance spokesman said, adding a case under Section 5(1) (d) read with Section 5(2) Jammu and Kashmir Prevention of Corruption Act has been registered against the accused persons. However, no arrest has been made so far.
