Youth and development in State

K K Gandotra
Ms. Mehbooba Mufti took over the hot seat of the Chief Minister of the State. She has assured to the people of State that development of all the three regions will be her priority. She stressed the need for completing the ongoing projects within the envisaged time frame so that benefits accrue to the people of State.  She stressed the need to carry Mufti Sayeed’s mission forward and asked her men to get down to work to achieve the objective. She is pragmatic in her approach in resolving the problems.
First and foremost condition of development is peace which gives impetus to progress which in turn brings prosperity. Any Industry/Business can  flourish only, if it can make reasonable profits so that it remains in business. As such peace is paramount for its existence. These strikes are called by disgruntled / disruptive forces on one account or the other on flimsy grounds. Ms. Mehbooba Mufti PDP President and now Chief Minister of State in one of the shows on Television made frantic appeal to people of the country to visit Kashmir to enjoy  its natural beauty and catch it on celluloid. Shops are full with the varieties of handicraft items and other things. Hospitality of Kashmiri people is well known fact besides varieties of food eateries items they offer. Any person going out for sight seeing needs security of self and his family members which is paramount to him/her. They do not go there for getting them locked in hotel rooms. Every second day there is an attack by militants and our defense forces have very tough time in flushing them out. People pelt stones on security persons. For their security they have to resort to firing which results in killing of innocent civilians. The problems faced by the security personnel are enormous and complex in nature which requires instant prompt decision making in order to clear the mob and diffuse the situation. The security persons are in a dilemma. These security persons are fighting for the security of civilians to avoid any bloodshed. The procession of killed militants is taken and strike called. They are given heroic last rites.  It has also been observed that youth participate in large numbers  in the activities.
The question arises how to use young minds for the development which have immense potential.  Their energies are used by vested interests in their disruptive practices so that development of state does not take place and young minds are not employed for productive work. This affects ever one in the state.  The worst hits are locals and daily wage earners. This period is Tourist season as well as pilgrimage to Mata Vaishno Devi Shrine. Who loses or who wins is an open fact and writing on the wall is clear? As is said “As you sow, so shall you reap”. Young minds have to understand this and decide where their future lies and from where they will get their daily bread and butter. The onus lies on the political masters who have to educate them explaining all the pros and cons of their future.
The need of the hour is to call ‘Spade A Spade’ for the welfare of our young minds. The industry of stone pelting set up by the disgruntled and disruptive forces should come to an end. State Government as well as Centre should make clear to disruptive forces that they have also the responsibility for maintaining peace in Kashmir so that visitors can come and enjoy its natural beauty. Every one will be benefitted especially shopkeepers of Maisuma/ Lal Chowk, Shikara wallas, hotel wallas, Taxi wallas, Tour operators and others   in Kashmir  valley who offer their services for sight seeing places as well as common man on the street.  The state loses this opportunity and also revenue thereof.
The energy of the Government is only used in maintaining law and order in Kashmir Valley which is paramount to any Government. Every second day there is an attack of militants in one place or the other. Security forces have to be called to flesh them out.
Since law and order is a state subject, it is utmost necessary to accord approval to J & K State to raise their own     3-4 battalions of Police force and train them to meet such exigencies so that defense forces are not called and face humiliation. Thus it will also keep the morale of our forces high. The line of command has to be very clear in all respects. Right from Prime Minister to his council of Ministers, Chief Minister, his/her council of Ministers should be asked in clear cut terms to look after their departments to work efficiently and effectively. There should not be any overlapping of decision making.  The organization chart should be clear in all respects without any ambiguity.
Let us join our hands and strengthen our young minds to build our state a prosperous state.  Prime Minister Narendra Modi has provided enormous funds for the development of our State to the tune of Rs.80, 068 cr.
Our  Chief Minister  Mehbooba Mufti has expressed her desire to make J & K State a prosperous state and made appeal to all to weed out the disruptive forces so that our State achieves the objective of our beloved  Prime Minister  Narendra Modi. She has made appeal to all specially to disruptive forces not to retort to uncalled for strikes and unlawful activities since Tourist season has started. It is in the interest of all. I do hope people of Kashmir Valley will strengthen her hand and let peace prevail so that our state marches ahead.
