Zulfkar stresses for proper utilization of funds

JAMMU, Mar 20: Minister for Consumer Affairs & Public Distribution (CA&PD) and Tribal Affairs, Ch. Zulfkar Ali today stressed for adopting a pragmatic approach while formulating and executing the irrigation project to ensure that they cater to the area specific need.
The Minister stated this while taking a detailed review at a high level meeting of officers regarding ongoing projects under Accelerated Irrigation Benefits Programme (AIBP) and National Rural Drinking Water Programme (NRDWP) in Rajouri district.
Secretary, PHE, Irrigation and Flood Control gave detailed resume of various activities besides physical and financial achievements registered in district Rajouri during the current financial year.
While briefing, SE informed that under NRDWP an amount of Rs 12.55 crore has been spent against an allocation of Rs 17.91 crore for developing 152 project during 2014-15.
Expressing grave concern over the delay in proper utilization of funds, Minister said that delay in utilization of funds lead to obstruction in implementation of projects which in turn deprieve the people of their right.” In this regard, Minister said that any type of laxity would not be tolerated and directed the concerned to put in their serious efforts for ensuring proper monitoring and utilization of funds.
He further impressed upon the officers for expediting the pace of progress to achieve the targets with in stipulated time, adding that “it is important that timelines are strictly adhered to besides there should be a proper vigil to ensure quality works for creating durable assets.”
Zulfkar directed the concerned to take all necessary steps to improve the working of the department for ensuring better delivery system on grounds.
He asked the concerned officers to take up the issue of filling up the vacant posts in the department to further streamline the functioning in the district Rajouri.
Parvez Malik, Superintendent Engineers, XEns, AEEs, and other officers of PHE and Irrigation Department were also present in the meeting.
